Prison education funding: what to verify after Second Chance Pell
The 2026 transition changes the funding route; it does not end Pell Grants through eligible Prison Education Programs.

What happened?
The revised Second Chance Pell experiment gave participating colleges time to seek approval for Prison Education Programs (PEPs). Most participating schools cannot award Pell under that experiment beyond the 2025–26 award year. This is a transition from an experimental route, not the repeal of Pell eligibility for incarcerated students.
Why it matters
A college’s past participation in Second Chance Pell does not, by itself, establish its current funding authority. Students and families should ask the college to confirm approval for the specific program and correctional location, or an applicable extension.
What remains uncertain?
Individual aid eligibility, program admission, available seats and facility access remain separate questions. Education Department guidance also requires programs to address applicable licensing and employment prohibitions for the occupations they prepare students for. Completing a course does not guarantee a license or a job. This article does not establish that a particular Texas facility has an approved program or an open place.
What should you verify next?
- Ask the college’s financial-aid office and facility education coordinator whether the specific program and location have current PEP approval or a valid experimental extension.
- Confirm the relevant award year, personal aid eligibility, application requirements, costs and available places before relying on funding.
- Ask how credits transfer after release and separately verify licensing requirements and employer policies for the intended career.
