New Medicaid approvals support care before release
Federal approvals create a path to certain pre-release health services. Local availability still needs confirmation.

What happened?
On September 23, CMS announced approvals allowing Louisiana, Minnesota and Nevada to obtain federal Medicaid funding for certain services before eligible people leave incarceration. DC’s renewed Whole-Person Care Transformation demonstration also includes pre-release services. The announced approval periods run through September 30, 2031.
Why it matters
Maintaining care during release is a practical reentry concern. CMS’s reentry framework includes care coordination, medication-assisted treatment when clinically appropriate, and a supply of prescribed medications at release. Specific benefits and eligibility must be checked against the applicable state approval.
What remains uncertain?
Approval, individual eligibility and actual service availability are separate. Louisiana’s approval requires participating facilities to demonstrate readiness before services qualify for federal funding. This article does not establish which facilities have started, or apply those Louisiana details to every state. These approvals do not establish Texas coverage or expand RecordAware’s Trip Check destinations.
What should you verify next?
- Ask the state Medicaid agency and facility’s reentry or health-care team whether the facility participates and services have started.
- Confirm individual Medicaid eligibility, covered services and the applicable pre-release period.
- Ask who will help with enrollment and arrange follow-up care and medications after release.
